My neighbors chickens are loose in my yard, cut my sisters foot!?

My next door neighbors are rather bizarre. They have chickens in there tiny little yard,with just a little fence, that the chickens can just fly right over. Aand now they got loose in my yard. when we tried to chase it away, it attempted to claw and peck at my dog, and succeeded at clawing my sister. And cut her foot. I got the chicken running in our yard, on the street on video. Is there anything animal control can do? Please let me know
